(ALPHA) Create Package Rollouts Resource Bundle.
EXAMPLES
To create Resource Bundle cert-manager in us-central1, run:
gcloud alpha container hub packages resource-bundles create cert-manager --location=us-central1

Resource name.
FLAGS
--description=DESCRIPTION
Resource description.
--location=LOCATION
Google Cloud zone or region.
